UK user here. Traffic data has turned back on, hotspot still not working, although that may be tied to the software version. I've previously had no issues at all with a data cap, having used a lot more than 1 GB in a month. If it's a thing now, it's certainly a change.

The DNS fix sadly doesn't work for me in this instance. I mentioned it in this thread though as the exact issues you have mentioned also began for me after the same update. Anything that requires the car to access the internet, such a traffic information, weather information, hotspot...
