    My understanding is that is available for all people, not only who rent or have a flat. Obviously, you need to have driveway/off-street parking. Anyway, there is a lot of info to figure out if you can install or not a charger and have a grant from the government.

    From my experience when is cloudy and raining the cars with auto low and high beams switch on automatically the lights. There is no need that wipers should be correlated with lights. Lights and wipers being automated should switch on straight away in case of rain and so the lights.
