It's technically legal. It's only a "Must Not" when leaving the vehicle to idle when your inside the house for example.
If your demisting the windows for example, that would be a permissible reason to idle.
After all you can't drive if you can't see, and it only takes a minute or 2 to clear.

I cannot remember where you find them but they are in the car not the phone.
Also don't worry about them, I used to get loads but it does nothing to the functionality.
Just be aware when using powerbanks inside a car in summer. They can get very hot and could cause a problem. Especially if you charge the power bank from the car with pass through charging.
If you're swapping them out and only using it when the car's powered off, just keep the bank out of sunlight.
