I agree that most of the proposed 'solutions' are way too complicated and relatively easily open to abuse. If we start with the simplest solutions:
1. MOT records mileage so problem solved from first MOT onwards.
2. Sale of cars is solved by simply making the recorded mileage compulsory on...
Well done on getting a decent quote from Saga in the first place, they have always been horrendously expensive for me wherever I have lived or whatever car I have (FNCD).

So let's say I put in 30kWh overnight on my EV tariff, how is that going to be taxed at 3p/mile ?
Say I get 4 miles/kWh average over a year, then that's 120 miles so £3.60 tax. That equates to an extra 20p/kWh added.
So even at an EV rate of 7p/kWh (27p/kWh with the tax)...

Current fuel duty on fossil fuel is 52.95p/litre plus VAT, total 63.54p/litre or £2.88/gallon. (at 4.54 litres in a gallon)
16,000 miles at 50mpg (let's be generous) is 320 gallons

Appreciate the technical data for comparison but it means nothing until you sit in one. I have never once in my life measured my seat height or even the length/height/width or anything else on a car. :D
