You could try, but we don't know that the car is trying to download anything; it could be trying to upload data to non-responsive servers? If you do try it, please report back with your findings.

That's a very good question, as people have reported that turning the data off usually resolves most issues. I connected my phone's hotspot today, and the car was using data continuously, so it could be trying to connect to servers that are not responding.
