Yes you can put a limit % on the car but do not have any other schedules and let octopus control it as that's how it is supposed to work. Having said that I'm not sure why you need a limit on the car as you just set the percentage to add when you plug in.

Switch to Octopus Go then when you get the charger fitted move to Intelligent Go. Ordinary Go gives less cheap hours but at least then Octopus will know that they can get the required meter readings.

Use mine fairly often - next will be Sunday night at a park and ride - £1 to park overnight then 35p/kWh so car will be up to 100% and balanced again ready to return home. Much cheaper than any rapid charger (unless you have a subscription) and sometimes you can still find free ones, although...
