I have had experienced plus/minus same issues lake you. But my dealer fix it in two visits. The major problem was vibration and it was fixed by all 4 tires replacement by new one and front wheel alignment adjustment by the dealer free of charge (Israel).

Original tyres were "made in China Bridgestone". Dealer replaced by Kreber made in Romania. I think the fault comes from wrong storage of car.

I felt vibration on the steering wheel in the same conditions. Maybe my vibration and your instablity have the same cause? My dealer replaced tyres followed by front wheel adjustment, and those actions solved the problem.

No problem to charge during heavy rain at all. I do this all the time. As known we have here in Israel pretty heavy rain at winter season. Furthermore I charge my second car (fiat 500E) already more then 2 years old under heavy rain without any issue.
