I don't think this will be balanced at all. I would assume as it is a public charger that it will stop charging at 100% . To balance it needs to be on a "dumb" charger that will carry on a supply after the soc is reached. This allows the car to pull a very low rate of charge "100 to 300 watts"...
It doesn't need to be 100% to balance. If for instance you set the charge limit to 80% once it reaches 80% and is left plugged in and charging then it will carry on at very low power draw and balance all the cells to the same voltage but at 80% soc. It is recommended to balance at 100% once...
I believe when you stop in traffic you should always engage neutral and apply the handbrake (or auto hold ) . Worked for me for over forty years and never worn a clutch out .(In the days before EV's).
