I'm not sure whether the pass will be open to all ULEV vehicles regardless of where they live or work. Seems strange to keep it the same if you are trying to raise money for charging infrastructure.

The problem seems to be that people who are not city residents or working in the city don't fit the local authorities ulez pass criteria. Probably the city visitors are supposed to use park & ride schemes etc. Soon these incentives won't exist anymore. The EV charger grant is going soon.
