Yes, you can do exactly as you describe, simply set the Ohme app (this is what does the work) to use the off peak charge limit of 7.5p per kWh. It will then only charge at that rate during the 2330 to 0530 period. There are other smart tariffs but they might not suit your needs though perhaps...
