Speed limiter

Can anyone tell me how to turn on the manual speed limiter. I have it turned on in the infotainment screen but cannot activate it with the stalk button. The intelligent limiter works fine. I know I'm not doing something correctly. I have read the manual but dont fully understand it. Thank you.

If you lift the stalk up first, it will limit the speed to 20 miles, but will still remain inactive until you press the blue button. You will see the speed limit icon go green. Every lift up or down will change the speed by 5 miles.
