Kind of... I pay 5p / kWh (not for long!) for my off peak and 30p for peak hours. So if I use my heater in the day time off my car and then charge it back up off peak, it reduces my guilt levels for heating my garage when it's cold!

I made my own by changing the resistor in a type 2 cable and swapping the end from a type 2 to a commando. Does the job fine. I've not pushed the limits yet but have had a 1.7kW space heater run off it for a few hours to heat my garage.
