Your Ohme does not know the car is at 10% as it can't talk to the car.
Once it reaches 100% balance will start.
You could put the Ohme in Boost mode.

AC is generally cheaper than DC on a rapid charger so if you are not in a hurry or the CCS is in use then you can use the type2. Watch the car parking times.
