You've got it. What a lot of people don't realise is that a bus is not allowed to reverse with passengers on board.

I think it's because they are on private property and not the public highway

Yesterday afternoon I tested the brakes on my S6. The road I live on has many blind bends and a guy (in an MGZS...) overtook two blokes on bikes who were cycling along on the bend. The driver would have had the same visibility as me on that bend, i.e. zero, but just went around the bikes. I saw him just in time to slam the brakes on and pull to the left to avoid him. He just drove on like nothing had happened.

Tut! MG drivers!

Please bear in mind that (in the UK) on the roads there is no such thing as "right of way" .. it's called "priority". Whilst signage may indicate a priority, the mantra we should use is "priority is given, not taken". In other words, work towards best flow for everyone, even if it inconveniences you a little.
