Porsche have been making synthetic 'e-fuels' in South America.

What are eFuels?

eFuels (electric fuel) are synthetic, liquid fuels. They are produced from hydrogen obtained purely from renewable energy and CO₂ (carbon dioxide), which can be filtered from the ambient air, for example.

This will be the solution going forwards for legacy combustion engine cars (vintage cars not upgraded to battery).

There are two huge downsides...

1. They will cost a fortune because you need a huge amount of renewable energy to make a small amount of fuel. The energy losses are absolutely huge because you are basically un-combusting fuel which releases huge amounts of energy when combusted.
   They will not be able to compete on price with digging up pre-made oil from under the ground.
   
   
2. They still combust! This will put the carbon back in the atmosphere where it was sequestered from. It will will still cause air pollution in cities, which other New Energy vehicles (battery or hydrogen) will not (though perhaps less than current ICE cars because e-fuels should be purer than refined petrol).

I'm sure some will be made, though, for niche uses and it will be useful to have some fuels around for emergency usage.

I'll be honest, I checked the date on the article to see if it was April 1st, but although real, it's unlikely to appear on a rooftop near you.

You'd want a ready supply of clean water and a huge surplus of renewable energy.

New York or London probably not the best place for it! Unless perhaps they is being impacted by flooding and this is a way to use up the water.
