Good read. There's a person near me who does this - a black unguarded cable across the black tarmac path at night. I like that this person is using an EV, but think it's arrogant of them to not even try to highlight the presence of their cable. If I were to trip and injure myself, I would certainly be going after them legally and if that failed their cable would mysteriously end up cut into several pieces!
