I've noticed that every time I open the app and look at the Charge Management screen the charging slider always shows it set to 40%, even though I know its set to 80% in the car screen. Moving the slider changes it as well expected and the new setting is sent to the car ok, it's just not reading correctly when I first open the app.

Same here, but refreshing gets it back to where I set it last.
 
Yes, this is commonly noted behaviour. It's "obviously" some default setting set during app development, maybe to make the app appear more speedy than it is while it is interrogating the car.

As soon as it's finished communicating with the car (whirling arrow changes from red, to amber, to green) the 'Target Battery Level' pane shows 'Health Mode' (where there were previously two dashes) and the slider has switched to 80%, or presumably whatever you last set it to.
 
After feedback above just tried it again with random results:
First time opening it, after waiting for it to finish communication, it showed 80%
Closed the app and then reopened it again, waited for comms to finish, 40%
Pulled screen down to refresh, 40% (did this é times same result).
Closed app and reopened another 3 times all show 40%
 
This screen video of iSmart in operation shows what happens with my iSmart app. Car is charging now, but identical otherwise to earlier when it wasn't: transition from 40% at start up to showing 80% limit (almost there!).
