It doesn't apply in the first 3 months fron new, so best to get any issues sorted quickly on a new car.
It shouldn't actually apply for the first 6 months, as the Consumer Rights Act 2015 presumes that any fault was present at the time of sale/delivery (whichever was later) and it is for the seller to prove otherwise. :)

I'm just quoting MG policy. Enforcing rights isn't always easy to do. Agree that 6 months would make more sense.

A diagnostic fee (waived if a fault is discovered that is covered by warranty) is fairly normal these days - doing any investigation/diagnostic takes up time and workshop space.
How long would it take to see a cracked coolant tank,ademant no technician available yet walking past every 10 mins ?Told to call mg breakdown whilst sat outside dealership ,how bad does it=look

That's bad, they should not charge a diagnostic at all if the car is within its first 3 months since registration. Any diagnostic fee should in any case not apply if a fault can be found that is covered by warranty - it is there to deter time-wasters.

I do think £144 is steep. Personally, I'd make the diagnostic fees only apply to customers that keep coming back with trivial stuff or things that are never reproduced AND in situations where the fault isn't obvious - for example when my footrest failed, I objected to the idea of a diagnostic fee as it is an obvious failure, which takes no time to see or reproduce. Many minor issues are like this.
