Public charge point hogging

Do you encounter charge point hogging, whereby someone plugs in their EV and then goes off for a few hours shopping or into their workplace ? Is there any way of telling whether a car that's plugged in is fully charged ? Do you just have to suck it up, or is there any sort of etiquette evolving ?

Can't do much about it.
There is an app 'need to charge' if everyone is on that it may help?

The Rapid chargers up here tend to have max time limits of 45 minutes, if you stay connected longer you are charged a high price per minute.
