Tyre sealant is a liquid solution that is used to repair punctures and leaks in a tyre. It is typically injected into the tyre through the valve stem and works by sealing any punctures or leaks from the inside.
As per above, it can be repaired. However repair places consider it not cost-effective for them to do it as they have to clean out all the gunk first before they can do a proper repair. By the time they've added the cost of doing that then the cost-differential vs a new tyre becomes marginal in many cases.
