This is definitely it. Even though ICA is not enabled, the gap setting between cars is an indicator of how willing it is to brake. In the city center I have been using it with 1 car gap, it only slammed the brakes on 2 instances. Although it alerted due to FCW more than 100 times.

Just a new realization from my side. We are all talking about "entertainment system version" Is it possible that they have another firmware that manages the actual driving functions like sensors and etc. which is completely different from entertainment?
