Those are "fast" chargers that give a maximum of 7.2kW, or about 25miles each hour. If you are in Keynsham then parking is restricted to 2 hours so take care.

A bit of both. The creation of the key requires a data connection but it can be used via BT. So imagine that you are parked in an underground carpark with no data connection then you need to create the key when connected to data before going back to the car. But how this would work somewhere...

Some Rapid chargers are limited by load sharing with the location - in this case the store. Some are also modular and some modules may have failed - I'd suspect that this is the issue for that charge point. To be honest 2x 7kW AC charge points would make more sense (or 7x if 50kW is available)...

The car needs to be on to keep the handbrake off. It doesn't regen in Neutral but a reverse EMF is generated that if you go to fast could theoretically damage the motor and control gear. At winching speed it'll be fine.
