I'm going to stick with GO. I have solar and a battery so I can shift as much as possible to the off peak rate. Most of my import goes into the car at 7'5p / kWh for 4 hrs.
I was with eOn before swapping and my eOn IHD has never displayed my gas usage, luckily this is not a problem. I very rarely look at it, IMO they are not worth bothering with.
At the moment though GO is only available to people who have or have on order, an EV. Some months back they added an extra clause (No 6) to there terms for getting on GO.
As others have said you need to be able to "move" as much of your electricity usage to the off peak time as possible. The real benefits come if you have a home storage battery and solar generation. It's then possible to shift up to 90% of your usage to off peak.
The government don't have to do anything with the chargers, they will just make EVs pay "road tax". Our first Yaris was free but the second identical car was £147.
The number of times that you will have to charge at a rapid charger for me will be very infrequent The vast majority will be done at home using off peak tariff and solar so that's 7.5p a kWh or free.
If you role up to a charger with two CCS outlets and one is in use, can you use the other or do you have to wait until the other person has stopped charging? I'm, new to this game.
