No. All cars are bought by dealers, and therefore owned by them, but until they are first registered, they have no owner that would be recorded on a V5C. When it is sold to a customer, or becomes a demonstrator, then it will have a recorded owner.
If planning a long journey why would you want to start with an 80% battery?
It will not harm your battery to charge to 100%. In fact, you need to charge it to 100% before it will start to balance the battery.
