Ohme cable doesn't have the protections. If you can't add an earth rod you can buy a unit that adds the pen protection and rcd etc. A few types are available e.g. Garo G6EV40PME EV Charger Consumer Unit
I have used a device like that to power my 32a commando. Even adding that cost to the cable which I got for £200 on the octopus offer is still far more cost effective and I can use the outlet for something else when not charging the car too
