It looks like MG have updated the MG5 spec on their website.

The MG website now says "Cruise Control" instead of "Cruise Control with Speed Limiter".

Is this another feature that's just for decoration?

Most the dealers websites still say, "Cruise Control with Speed Limiter".

It clearly doesn't have a speed limiter. I might ring my dealer and tell them I'm rejecting the car because it's not as advertised (just for a laugh). I wonder where we stand legally?

The only speed limiter I have come across was a useful resource, you set the maximum speed you want to drive at, set it then just drive as normal on the throttle upto the maximum speed set. Ideal for those "average speed cameras" but you don't have to keep flicking it off when you come upto a slower driver. Actually a very good idea.
