Point of order ... a car is not bound to a device, it is bound to an account. Login to the same account on any device and you can connect to the car (assuming the app is connecting in the first place).
I just had the same problem.
Solution was to go into settings in the car, then Privacy Policy and turn on both options. Hey presto everything worked.
Logical, I guess, the car wants you to approve data sharing with the cloud.
