PHEV - Brakes come on when in charge/regen mode

Just an observation, not a complaint. I‘ve noticed that the brake lights come on when I lift my foot off the throttle pedal and the car goes into regeneration mode. The lights only come on as the car slows down to less than 30 mph. I suspect it is a safety warning to tell following drivers that the car is slowing down. It’s a good idea but I’m sure drivers behind are confused as to why I’m braking. Its the regen mode that is causing the actual slow down, not my foot on the brake pedal.
 
The brake lights should come on when the force created from regen is greater than X amount. Someone mentioned the brake lights come on at -10% power. I would like to find out myself.
 
On another ev forum, smeone has stated:

The threshold in the UK is deceleration >1.3m/s^2 the brake light signal must be generated. Between >0.7m/s^2 and ≥1.3m/s^2 the brake light signal may be generated. Below that threshold, the brake signal should not be generated.

I don't know where this came from, but it's pretty specific, so I guess from some legislation.
