Plastic base in forward windshield

Just delivered my ZS hybrid+ and there is a plastic , looks like a base for something, in the windshield. The dealership doesn't know what's for so anybody have any idea ?

Looks like some sort of Toll Tag Holder

When I went to my dealer, all the cars had a thing stuck to the windscreen, it was a battery cutoff system to prevent the battery draining
