Looks very much like micro blisters around a repair due to incorrect preparation to me. If you've had it from new, the car was probably damaged in transit and repaired during PDI prior to sale. Warranty should cover it.
If you bought it used, the previous owner may have had a repair done and the warranty may not cover it.
Bird lime sometimes does this on unprotected paint if left unattended to. But whatever it is, take it to the dealers, the paint warranty should cover it.
