Is this referring to the R63 update? Should factory order cars automatically come with R63 installed? or is it something you need to request pre-delivery?

No - that thread relates to the SC077 service campaign update, which is entirely separate from the Infotainment software release.

One would expect factory order cars to come with the latest software available at the time of build (which is not necessarily the latest as available on delivery to the customer). One would also expect that necessary service campaign updates would be done at PDI (pre-delivery inspection), but history shows that dealers are reluctant to spend time at their own expense doing such updates - they'd far rather a customer returns with a complaint so that they can do whatever work under warranty, which would be paid for by MG.

It also takes 6-12 weeks for a car to ship from China to the UK so any factory ordered car potentially has software that is already a month out of date compared to production cars.

No, at least not easily.
