Zap-Map newbie question

On Zap-Map there a lots of Zap-Map home chargers listed, what's that all about? Does it mean there's a secret DIY charging network available for use?

Anyone can add their charger through the app. Clicking the option gives you a load of info about the whys and whatnots of the scheme
