The option to speak out the weather info is within the weather app itself from memory.

I've just been out in the car and in the weather settings there is an option to broadcast weather. I assume this speaks the weather to you whwn it auto refreshes. This was already switched off so not the cause of my issue with volume periodically going low. I'll try try the voice function butiin next time it happens. Thanks again.

Yep when I got in the car it would tell me the weather as a kind of greeting with that setting on.
