Does anyone know where the OBD2 port is in the MGS5? The owners manual doesn't seem to say.

The OBD2 port is typically located under the steering column, often behind a removable panel or cover. You may need to remove a panel or cover near the pedals or under the steering wheel to access it.

Any idea what's under the foot rest - a small 2" cover came off the other day and there was something under it that I couldn't identify.

On the MG4 there are 2 covers about 40mm on the footrest, all they do is cover the screws to remove the footrest. Yours is probably a similar set up.

It's on the driver's side on the underside of the dash, just to the right of the centre console.
Stick your hand under there and you can feel where it's located.
I used a mirror and a torch to find it when I was considering using the OBD2 port for a tracker.

Thanks @electric dream . I was thinking of plugging a speedometer into there so hopefully the wiring can be hidden neatly and run up the side to the top of the dashboard.
