Can you have OPD as default or quick shortcut?

Is there any way to permantly have the car default to OPD or set a shortcut to quickly activate?

Long answer still NO. I beleive it is a requirement by NCAP that is defaults to off when the car is started.

NCAP tests compliance to safety rules and car safety requirements. They do not dictate them. They are set by governing organisations. In the EU, that's the European Commision. UK is more or less following them, but formally UK is independent.
I have checked the EU regulations and there is nothing that tells the manufacturers to always set it to off.
