HEV/EV energy flow

Hello. Over the last couple of days, I've noticed that when the energy flow is shown coming from the battery in the back to power the car, its staying in HEV mode and not switching to EV. Is this normal? I've been doing city driving, so no more than 30mph. Haven't noticed it doing this before. I can usually get to work mostly on EV.
We've had the car since July and I'm slightly obsessed with watching the energy flow and the revving!

In colder weather the engine will run for longer, particularly if the battery is low. Usually once the battery has some energy stored, when you come to a stop the car should usually go into EV mode.
 
Or the ICE keeps running to heat the interior when you have turned on the heating and the set temperature has not yet been reached...
For (very) short trips, it's wiser to use the seat and steering wheel heaters instead of heating the entire car interior.
Thanks. We don't have heated seats or steering wheel.
