I have noticed a reduction in regen 3 when it's close to freezing, just a thought that it's designed that way because if these a possibility of ice and the the car regen is high, the wheels may lock up on icy roads and be a safety issue.
I think it’s more to do with battery management. A cold battery doesn’t like taking a charge so needs either warming or protecting from a charge when it’s very cold.
