I might be with Rolfe with this , even though it does not concern me, It could be the classic, come out with a controversial scheme . get everyone heated up . including ICE drivers , introduce other hidden less radical tax , but just as profitable revenues then drop the original scheme to the relief and gratitude of the driving populous, win win.
The few ways this could be implemented is by self certification ( every insurance renewal ) Costly, prone to error and false declaration, as well as invasion of privacy. MOT readings , not applicable until 3 years, until then guessable estimates. ANPR cameras recording every mile linked to reg plate? every court list in the country would have an immediate backlist of spy in the cab claims.
Since 1066 loads of you have some French blood in your veins ( what happened ) proposals like this here would be considered , rejected , and the country brought to stand still within days.

Neither Fuel Duty (added to the price of fuel) or Vehicle Excise Duty (aka road tax - paid for by every vehicle in a very inequitable way) are actually allocated to road maintenance. I agree there should be some tax or duty but it needs to apply to every car equitably and should be for the explicit purpose it is intended - to make transport better. So drop Fuel Duty and add a per mile tax as part of a road tax - but make it apply to every vehicle
 
It's likely policy-building by public opinion ... leak suggestions and see what reaction it gets; if it's not too unfavourable then plough on ahead. It's the same with the recent "leak" suggesting that income tax rates may increase in the budget.

Since June, BEV's account for 25% of the market. That means the government are losing 25% of their fuel duty. Maybe they should cut the 25% of the billions in tax relief they give to the oil companies.

No. EVs still account for only about 4% of cars on the road. They're not losing 25% of their fuel duty and it will be a long time before they do. Maybe they should look again at the very low road tax on some old polluting bangers.

This really does look like a planted story from the Telegraph to hit EV sales just at the time when good sales figures have come out and 25% was exceeded for the first time.

The information is that it will be implemented in 2028. By then a significant portion of cars in circulation will be EVs or PHEVs (which apparently will not be excluded; thus double whammy on them).
At the end I reckon they will go with a lower number but it will happen.
At the same time I do believe they will pump up the fuel duty.

The timing is suspicious. It's putting people off buying EVs now, at a time when the government ostensibly wants to encourage EV purchases. In that context it's brain-dead. Which makes me suspicious of a spoiler. Even if they do want to implement this in 2028, just don't say anything about it until 2027.
