No, it happens even when the A/C isn't running. As others have said, it only happens when making tight turns at low speed. It's got to be something to do with the steering mechanism.

I have this sensation as well on mine, it feels like something pushing up on my foot when I manouvre to reverse out my garage.

The general consensus was that this could be related to the steering column and in particular the column universal joint. It may be something different in your case, but check that the column universal joint down by your feet, is free and not catching on anything
