He could've planted some rhubarb in there, it looks like an ideal plant pot shape with the drain hole. ;)
 
Sadly I'm not as optimistic as you are about that. Any surface treatment as thin as a slushing oil is likely to get removed by the road shite that gets washed in and out if such an exposed place. Frankly a thicker bitumen coating may be more effective.

You could of course go for something like this as the best of both worlds:

Underbody Seal
Waxoyl solidifies into a waxy coating when the solvent in it dries off, it also kills any existing rust.
A thick bitumen coating is great if you apply it to a fresh, new, undamaged surface, but applied to a partially rusted surface it allows the rust to propagate under it.
