Waxoyl solidifies into a waxy coating when the solvent in it dries off, it also kills any existing rust.Sadly I'm not as optimistic as you are about that. Any surface treatment as thin as a slushing oil is likely to get removed by the road sh*te that gets washed in and out if such an exposed place. Frankly a thicker bitumen coating may be more effective.
You could of course go for something like this as the best of both worlds:
