Evse efficiency question

My dno came today to try moling under my resin bound driveway to get my supply unlooped but they failed to get the mole to break out in the target trench. From what I can tell electricity northwest don't favour/allow dynamic load management as a long term permanent solution. I was going to ask is it permissable to have my evse throttled back to 16amps or 13amps worst case scenario and I wondered would I still be achieving efficiencies of 90% as per full power or would it be more like the 80% seen when changing at 13amps using the granny charger
 
Charging losses are made up of variable losses proportional to the charging current, and fixed losses regardless of charging current. As the current decreases then the fixed losses take a higher percentage of the total losses so overall efficiency reduces.
