How about a separate flashing symbol to indicate "flashing disabled"? Something like a generic warning symbol surrounded by a bright sun burst?

Perhaps with a loud "warning: flashing symbols are now disabled" voiceover repeating every 10 seconds?

And make the driver's seat vibrate in time to the flashing?

And make the steering wheel shake violently like a pilot's yoke when a plane is stalling?

What could possibly be safer?
