I agree.I to have just read the document and it makes no sense to me at all, surely an up front payments for mileage not yet driven can’t possibly be the right as it come down to guess work unless like Miles has said they credit you for mileage you have not completed.
Yes, it would be simpler. I suppose they want to guarantee their (our) money rather than pursue people for it. But pay for what you've used at least once a year (more often if you want), would be a whole lot better.So would it not be easier just to pay for what you have driven this could get very complicated for leasing companies and the DVLA who I assume will be collecting the payments.
Good idea. It is a consultation, so you can submit your views and reasoning.A better method would be to submit a photograph of your mileage along with your road tax application, or is the next addition to all vehicles will be something on the lines of a Smart meter.

You pay the charge on your total mileage and the registered keeper is responsible for reporting it accurately and paying it in advance.Would I be missing something here but, for those who can only use public charging and pay 20% VAT on each kilowatt. Will they be paying double tax? ie : 60p kwh , 12p in tax divide 3.4 to get per mile price, 3.5 p tax per mile, pre paid. ???? ditto... 2 hours driving, stop, charge the car (takes about 30 minutes) coffee, snack and a stretch of the legs has revolutionised a journey that used to be non stop, (apart from a stop and splash if needed} and get home wired to the moon from concentration... an hour longer but so much more chilled with the EV and charging stops...I pity you if your life is that rushed.
