Weird PV EVSE behaviour.

We finally got our EVSE configured to only use exported solar.
However it's a long way from working well, for some reason it only charges in short bursts of around 4 minutes, then reverts to full export for another 4 or 5 minutes. Strangely I was talking to a mate a bit earlier today with a completely different system and his is doing a similar thing.
So is this common with EVSEs?
Is there any reason for it?
Here's what it looks like with a 5s resolution.

Green is exported Power yellow is home use from solar. Brown is home use from the grid.
I turned off the EVSE after 1332, the little block at 1342 is me boiling the kettle for a cuppa
 
I've been thinking, there is a big delay with the EVSE software in general, I bet it's being controlled remotely from China, It's probably waiting for a confirmation signal and switches off until it gets it. But they'd have to be bouncing their signals of the moon for these sorts of delays.

I could image that the EVSE monitors export capacity and turns off charging when it dips below a certain level (13:22) then waits until the supply is stable again for a few (5?) minutes before it allows the charging again (13:27)?

If your mate lives nearby, he’ll be affected by the same clouds passing over?

Not a bad guess, but it was a perfectly clear sunny day.
Correct the whole purpose of PV mode is to keep the charge rate just below export level.
Minimum export level is 1.5kW, after that it is supposed to switch off, not when It's still 4.8kW

What I don't understand is the dip in export right after it turns off.
It only does that in PV mode. When just doing a straight 4.5kW charge it's continuous, no breaks and no change in export level
And there should be no reverse connection between the EVSE and the export level.

No idea what happened today, but it behaved itself. light cloud came and went, other stuff turned on and off, the only glitch was boiling the kettle, it didn't back off enough to stop the grid form chiming in.
