When its damp a thin layer of rust can develop on the discs and pads, putting it into D or R and you can hear/feel a clunk as they break sticktion. on application of the brake the rust turns to dust and this can until cleared ( pretty quickly ) can give the appearance of the brakes binding and being a little noisy. There have been reports of the sliding calliper pins not getting greased in the factory, but without a wheel off inspection its hard to confirm. As always regular use of the brakes is recommended to keep them working correctly and not depending on regen for slowing down.
As Al says, first thing to try is some high-speed stops to clean up the brakes, best down with a low regen setting or in (N). This is worth doing regularly to maintain them.
If the pads are still binding, the pins might need greasing and/or there might be a bigger problem with the brakes (e.g. premature scouring), worth having them checked and maintained at any garage.
