Having seen this in other posts how does this affect those who installed in house batteries before April 2024?

Should they consider moving them outside?

As far as I can see this is advice not law.

This is guidelines, not law. I have my setup in the loft although it is set above the stairs, not a bedroom. My inverter or batteries have never got close to their max operating temperatures and I also don't see some of the charging throttling due to low temperatures that I know some are seeing with equipment outside.
 
I did talk to my home insurance & they made no comment / concerns about them in the house.
