The only way that I can see this working (without massive draconian bureaucracy) is to add the levy onto the unit rate of electricity when charing the car at home or on a public charger - which would be around 10p / unit. It would be quite straighforward to implement as you can only get a SMART tariff if you have a compatible charger / car. Hence the electricity companies already know how much energy is used in car charging.... and low / hybrid users who use a granny charger, wouldnt be impacted as they would still pay the standard tariff / no levy..... but if they do go ahead with this then lets see the money spent on roads and infrastructure. Just compare France to the UK, its a dream driving on their roads / charging compared to the UK.
