The problem with that is it is fixed in a position with the cable in place, with the plug permanently exposed at the roads edge, and it requires that you are able to park in exactly the same position each time.On closer inspection, looks like it can be bolted into the pavement - that should reduce any tripping hazard.

Anything proud could trip a blind person, elderly person or infant. The highway authority (usually the council) has to approve your individual solution but some enlightened ones automatically approve certain available solutions. Check out Charge Gulley and Kerbo Charge.To be on the safe side, as said check with the Council. If they say it's ok, then that set up, you've got, is fine. Unfortunately you can't do owt, about arsehole neighbours moaning.
Or alternatively, just do it, coz personally, to me that looks fine. I've seen I few of them, and you'd have to be a dozy Git, to trip over that.
